National Guidelines for Urban Wastewater Tariffs and Management Study, PR China
Challenge
Although wastewater investments have risen five fold over the last decade, only half of the cities in the nation implement tariffs, and only a few are able to achieve full cost recovery.
Outputs
Working closely with State government agencies, a comprehensive package of draft national guidelines for wastewater tariffs and calculation methodologies were developed, together with a comprehensive package of financial, economic, social and administrative reform recommendations.
Impacts
The tariff guidelines and calculation methodologies enable cities to plan and implement tariff reforms in order to progressively strengthen financial management..and improve cost recovery.
